Program design and implementation is a critical component of beginning or improving an online learning program.
A leading Washington State Educational Technology Director recently stated:
At this point in the development of K-12 online education, how you design your [online] program is as, if not more, important than the [online learning software] provider you choose.
One shortcoming of RTI is that while its core assumptions include "that the educational system can effectively teach all children," the approach does not account for gifted education. An inverted pyramid showing analogous increasing interventions for gifted children could be added to the model so that all children are addressed.
Another criticism includes the lack of a universal definition or formula for student success. While programs have searched for the “Magic Bullet” or one key metric to define student and program success, Progressive Intervention’s identification and use of a broad spectrum of Key Performance Indicators, give a rich, multifaceted picture of student and program performance.

Progressive Intervention is based on an application of the research based best practice of Response to Intervention (RtI). RtI is a philosophy that encompasses regular assessment of student performance, utilizes quality interventions matched to student needs, and is coupled with formative evaluation to obtain data over time to make critical educational decisions.
The correlation between the core struggles of 6-12 online education and the solutions offered by applying a Response to Intervention inspired protocol to online educational programs quickly becomes apparent. Progressive Intervention is not simply a set of interventions but a systematic model and process for providing preventive, supplementary instructional services to students who are having challenges meeting expected academic performance in online programs.
Progressive Intervention can either referred to as a Standard Protocol Approach or as a Problem Solving Model.
In two years of systematic implementation several benefits of have emerged for 6-12 online programs consistently using Progressive Intervention models:
